1. Urban Change In Mersin: Morphological Change In Camlibel
Tolga Ünlü
Pages 178 - 200
The change in the urban built environment usually reveals itself through alterations in morphological characteristics such as change in building height, building block forms, building arrangement, and plot dimensions. The morphological changes usually came into being in piecemeal fashion and they are the observable changes in the urban built environment. They are conceived to be significant since they might enhance or erode the distinctiveness of a place, and the character of the city.
In the study, the morphological changes in Çamlıbel, a residential area since foundation of city of Mersin in the beginning years of nineteenth century however some CBD functions penetrated in the last two decades, are analyzed through a plot-based research. Since such morphological changes are common in Mersin, the results of the study enable to produce interpretations about management of urban change in Mersin.
The study aims to analyze the operation of planning control mechanisms through morphological changes in the urban built environment. Furthermore, it endeavors to examine the management of urban change in the Turkish planning system with reference to Mersin case and to investigate aims of local planning authorities during the implementation planning decisions and urban change.

2. An Analytic Model Proposal for Ecological Planning – Ömerli Watershed Case
Mehmet Doruk Özügül
Pages 201 - 217
The idea of disscussing natural values within the context of conservation – use balance (in other words sustainability of natural resources), has been taking place in planning agenda particularly starting from the last quarter of the former century. This consciousness, which is based on a practical necessity (solution proposals for the wide range environmental problems), directed planning discipline to a well recognition of the natural sciences and particularly ecology. This new orientation, caused some new research fields, like a planning approach that aims to internalize the natural values and some tools serving this aim, to develop. Today, the approach known as “Ecological Planning” is a product of the above-mentioned attempts.
This article, is presenting the findings of a settlement suitability evaluation, which was developed within the framework of Ecological Planning Approach and carried out with the help of a three stepped analytic model proposal, for Ömerli Watershed. These three steps could be summarized as follows; an analytic study to state the natural sensitivities of the study area, determination of factors, factor scores and weights (with the help of Analytic Hierarchy Process) for evaluation and “Suitability Analysis”. The watershed is disscussed with its relatively virgin structure in 1970’s (using the data of 1970’s) and the findings of suitability evaluation is compared with today’s landuse pattern also interpreting actual environmental problems within their cause and effect relations. In other words, the effects of a development approach which is not considering the before-mentioned consciousness is evaluated.

3. Theoretical And Methodological Discussion Of The Space Syntax Analysis As A Tool For Reading The City
Ela Çil
Pages 218 - 233
This paper is focused on the theoretical and methodological discussion of the space syntax analysis. Space syntax is a method developed to derive the social logic of space with the theory that society has a spaital logic. The analysis is especially useful in reading the urban open spaces for their potentials of bringing people together randomly. While situating the research paradigm within the other urban analysis methods, the aim of the paper is to objectively critisize the potentials and the pitfalls of the methodological approach and the technique.

4. A New System Proposal About The Planning- Preservation Relation
Dr. Elif Örnek Özden, Prof. Dr. Zekai Görgülü
Pages 234 - 255
Preservation of the documents that humanity created directly or together with nature during the thousands years of civilisation history is today called “Heritage of Cultural and Natural Properties”. This preservation is a fact and responsibility recognised as a common problem of humanity and to which big importance is attached in our era. The rapid development of the communication means makes world’s people closer to each other day by day, reinforces the idea of preservation of the common heritage and increases the responsibilities of its owners. The most important result of this responsibility is that all the world countries should have a common language and criteria to preserve the properties of culture and nature. To this end, people recognised the need for a legal system or systems, and the improvement in preservation, which had been limited to individual efforts and attempts before, reached a level that imposes individual and international responsibility on every single country. The starting point of the study is based on the fact that the Planning for Preservation in the current planning system did not be implemented at “desired”/”necessary” level in spite of relevant laws and institutions. The main reasons of this problem are the roles and formations of the actors and their relations with each other and uncontrolled situation effective in preservation in the current structure which hinders the functionality of the planning and prevents the preservation practice.
