Spatial effects of Istanbul centered industrial spreading in sub-cities:  the example of Tekirdag

The industrial sector has been a determining factor in shaping big cities as a basic economic activity in Turkey, principally in Istanbul, since the 1950�s. In addition, the build-ups in metropolitan cities and the fact that some economic actions subsequently exceeded their economic turning points due to excessive build-ups have created the need to gravitate toward new areas, and caused them to act in line with the positional advantages offered by these areas. To this end, many industries that originated in the Metropolis of Istanbul have expanded in the east, west, and south directions, expanding to many areas within the Marmara Region bringing about significant changes in these areas. Tekirda� and subsidiary settlements which are the western neighbors of the metropolis have been fairly effected by these changes. The changes which continued at an accelerating pace between the years of 1980 and 2010 have reconstructed the administrative structure while expediting spatial changes in new administrative buildings. In this 30 year period 17 new township municipalities were established and an area of approximately 60,000 ha was opened for development. Accordingly, this article examines the local administrations which were created since 1980 in the settlements within the province of Tekirda� which experienced a process of rapid economic change and growth under the area of influence of the metropolis of Istanbul, as well as the ways these local administrations have affected local plans, and mathematically tests how the plans that have been made were influenced in settlements within the areas of industrial influence.

Sanayi sekt�r�, 1950�li y�llardan buyana ba�ta �stanbul olmak �zere T�rkiye�de de temel ekonomik faaliyet olarak, b�y�k kentlerin bi�imlenmesinde belirleyici etkenlerden biri olmu�tur. Bunun yan� s�ra metropol kentlerde olu�an y��lmalar ve ard�ndan baz� ekonomik eylemlerin a��r� birikmelerden dolay� ekonomik d�n�m noktalar�n� a�malar�, yeni alanlara y�nelme gereksinimi yaratm�� ve bu alanlar�n sundu�u konumsal avantajlar do�rultusunda hareket etmelerine yol a�m��t�r. Bu do�rultuda �stanbul Metropol� kaynakl� bir�ok sanayi do�u, bat� ve g�ney y�n�nde geni�leyerek Marmara B�lgesi i�inde bir�ok alana yay�lm�� ve bu alanlarda �nemli de�i�imleri de beraberinde getirmi�tir. Metrepol�n bat� kom�usu konumunda bulunan Tekirda� ve ba�l� yerle�melerde bu de�i�imlerden olduk�a etkilenmi�tir. 1980-2010 y�llar� aras�nda h�zlanarak devam eden de�i�imler bir yandan idari yap�lanmay� yeniden olu�tururken, olu�an yeni idari yap�larda mekansal de�i�imleri h�zland�rm��t�r. 30 y�ll�k bu s�re�te 17 adet yeni belde belediyesi kurulmu� ve toplam olarak yakla��k 60.000 ha alan yap�la�maya a��lm��t�r. Bu do�rultuda, bu makalede, �stanbul metropol�n�n etki alan�nda h�zl� bir ekonomik de�i�im ve b�y�me s�reci ya�ayan Tekirda� ili i�inde bulunan yerle�melerde, 1980 y�l�ndan buyana olu�an yerel y�netimler ve bunlar�n yerel planlar� y�nlendirme bi�imleri incelenmekte ve yap�lan planlar�n sanayi etki alanlar� i�inde olan yerle�melerde nas�l etkilendi�i matematiksel olarak test edilmektedir.
