Integration And Disintegration In Istanbul Central Area: Thinking Over The Results Of The 15th Isocarp Young Planning Professionals Workshop

The central area of Istanbul has been loosing a balance between its functions and population. Since the 1990s some of the central neighbourhoods have been witnessing a significant decrease in their residential population due to the ongoing transformation process from residential use to services. Some neighbourhoods, however, have been deteriorated and occupied by low income migrants. Yet some of those previously deteriorated areas have been revitalised by the new elite and become gentrified. Meanwhile, as the pace of globalisation increases, the pressure on the central area from developers who attempt to build iconic projects increases.
From a planning perspective, this is a two fold �integration versus disintegration� problem. On the one hand, within the central area, planners face a challenge of reaching a balance of fragmented city since the central area of Istanbul has become a patchwork of various disintegrated functions. With respect to the relationship between the central area and the metropolis, on the other hand, most of those so-called iconic flagship projects are put on the agenda with no regard to the existing local plans and identities. Thus, such initiatives, threaten the image and the functioning of the city. This paper aims to discuss the results of the 15th ISoCaRP Young Planning Professionals Workshop, which was held in Istanbul in 2006 on the abovementioned topic.

�stanbul Merkez B�lge son y�llarda kentsel i�levler ve n�fus a��s�ndan bir denge kayb� ya�amaktad�r. �zellikle 1990�lardan itibaren merkez b�lgede yer alan belirli mahallelerin n�fuslar�, konuttan ticarete d�n��m�n etkisiyle belirgin bir bi�imde azal�rken, baz� b�lgeler kentsel gerileme ve ��k�� s�reci ya�amaktad�rlar. Kentsel a��dan gerileyen bu b�lgelerde genellikle d��k gelir gruplar� yer se�mekte, k�smen belirli alanlarda ise yeni orta s�n�f�n talepleriyle bir soylula�t�rma s�reci izlenmektedir. Bu arada k�reselle�me s�recine paralel olarak, merkez b�lgede simgesel niteli�i olan büy�k �l�ekli kentsel d�n��m projelerinin ger�ekle�tirilmesi i�in ulusal ve uluslar aras� yat�r�mc�lar�n bask�s� h�zla artmaktad�r.
Planlama a��s�ndan de�erlendirildi�inde bu durum iki boyutlu bir ayr��ma-bütünle�me problemine i�aret etmektedir. Bir yanda planc�lar kentsel i�lev alanlar� a��s�ndan giderek bir yamal� boh�a haline gelen merkez b�lgede i�sel ba�lant�lar�n nas�l dengelenece�ini sorgularken, di�er yanda merkez b�lge ile metropol b�t�n� aras�ndaki ili�kiler ba�lam�nda, kentin imaj�n� ve i�leyi�ini tehdit eden ve mevcut planlardan ba��ms�z tasarlanarak kent g�ndemine sokulan kentsel d�nü�üm projeleri kar��s�nda nas�l bir tav�r alacaklar�n� d��nmek durumundad�rlar. Bu yaz�da, bu konu �zerinde 2006 y�l�nda �stanbul�da ger�ekle�tirilen 15. ISoCaRP Gen� Profesyonel Planc�lar �al��tay��n�n bulgular� sunulmaktad�r.
