The knowledge-based society, which has been developing through the knowledge economy since the 1960s, has changed the definition, production and share of knowledge while triggering transformation for all components of the societies. Thus, being at the center of this change, universities, institutions, and the knowledge-based policies of governments have also been transformed. Disciplines producing knowledge and governments constructing their policies have adopted an approach that mainly focuses on research. The prioritization of new production modes of knowledge and research in the knowledge-based societies by the transformation of universities and the government policies have prompted to consider the knowledge production processes and research methods in the discipline of architecture as in all disciplines. Relating theory only to academics and practice only to practitioners strengthens the gap between theory, practice and research. Similarly, architectural theory and practice diverge from each other; while research moves away from the field of practice and closes itself to the boundaries of the academic field. Therefore, the discipline of architecture has difficulties in developing its autonomous system of knowledge production and research methods. In this context, the concepts of ‘research on architecture (RoA)’, ‘research for architecture (RfA)’ and ‘research through architecture (RtA)’ constitute the conceptual framework of this study for discussing the elusive relationship between architecture and research. Focusing on 'research' both as a concept and an act in discipline of architecture, this article aims to examine architectural research centers within the multi-actor research network in Turkey, which can exist with a balanced structure in terms of institutional, professional and scientific aspects, and may also develop suggestions for a research-based architecture. The establishment of an institution adopting 'research for architecture (RfA)' approach and open to the public and the private sector would likely to have a profound opportunity for integrating architectural research projects developing within the circles of practice and academia. Within the scope of this study, the centers established by the Higher Education Law dated 4/11/1981 and numbered 2547 and named as ‘center for research and application (CfRA)’ are discussed with an interpretive research method. Instead of proposing a new structure for an institutional research, this study brings forth these university-industry cooperation-based centers as convenient platforms s for architectural research such that they can easily be established, work on various subjects, keep researchers in undergraduate, graduate and doctorate level together while appropriating facilities of a university. The literature in this topic shows that hardly any studies investigate and discuss on the organizational structure of these centers; while there is no study that inquires these centers by specifically dwelling on architectural research. Accordingly, the ‘application and research centers for architecture’ are selected from the 2020 list of Yükseköğretim Bilgi Yönetim Sistemi. The first criterion for this selection is conceptual through the keywords as 'architecture', 'design', 'environment', 'house, 'city', and 'building'. Then, the second criterion is their focus on architectural culture, architectural design and built environment, which correspond on their aims and fields that have been defined in the regulations published in the Official Gazette of the Republic of Turkey (T.C Resmî Gazete). Hence, seventeen centers conducting 'research for architecture' specifically on urbanism, city and citizenship relationship, restoration of historical buildings, archeology, environmental protection, regional development, urban transformation, and structural engineering. The data on the internet and the regulations published in the Official Gazette are collected and analyzed before discussion in terms of their purposes, fields of activity, research methods, and modes of cooperation with different actors. The discussion after this analysis reveals that the current centers (CfRAs) cover some activities that prioritize ‘research into architecture (RiA)’; as they have been established for cooperating between industry and academia rather than establishing relationships between architectural practitioners, building sector and the academia. Due to the individual production habits of the discipline and the fact that research through architecture is still not adopted, practitioners, building sector and academicians cannot carry out enough research projects together in these centers. This leads to a situation, in which the knowledge of architecture cannot be fed from practice. The private sector generally applies to the research centers of different disciplines for research projects on materials, building support systems, construction techniques and technologies. As most of research projects carried out in architectural research centers cannot benefit enough from funding and supporting mechanisms, they are generally realized by municipalities or public institutions. However, the centers (CfRAs) with institutional, professional and scientific structure have the potential to be in a unifying and balancing position between the three categories of architectural research; while they have both advantages and disadvantages in providing to architectural research. To overcome the possible disadvantages, this study offers three suggestions: The first is to find solutions to the problems resulting from the organizational and institutional structure of the CfARs. The second is to empower all actors of architecture to adopt ‘research through architecture’ approach. The third is to provide the provision of specialized research policies on architectural research in Turkey.

Türkiye Mimarlık Araştırmaları Ortamında Araştırma Temelli Uygulama ve Araştırma Merkezleri

1960’lardan itibaren bilgi ekonomisine dayalı olarak gelişen bilgi toplumu, toplumun tüm bileşenleri için dönüşümü tetiklerken bilginin tanımı, bilginin üretilmesi ve aktarılması da değişmiş; bu değişimin merkezinde konumlanan üniversiteler başta olmak üzere kurumlar ile devletlerin bilgiyi esas alan politikaları da dönüşüme uğramıştır. Bu dönüşümde, disiplinler bilgiyi üretme süreçlerinde, devletler ise politikalarında araştırmayı odağa alan bir anlayışı benimsemiştir. Bilgi toplumu, bilginin yeni üretim süreçleri, üniversitelerin dönüşümü, araştırmayı ön plana alan devlet politikaları, bütün disiplinlerde olduğu gibi mimarlık disiplininde de bilgi üretim süreçlerini ve araştırma yöntemlerini bu gelişmeler ışığında düşünmeye teşvik etmiştir. Bu bağlamda, mimarlık ile araştırma arasında tariflenmesi zor ilişkiyi tartışmak için ‘mimarlık hakkında araştırma (MHA)’, ‘mimarlık için araştırma (MİA)’ ve ‘mimarlık yoluyla araştırma (MYA)’ kavramları, bu çalışmanın kavramsal çerçevesini oluşturmaktadır. Mimarlık için araştırmayı esas alan hem kamuya hem sektöre açık olan kurumsal bir yapılanmanın etkili kılınmasının uygulama ve akademi özelinde geliştirilen mimari araştırmaları bütünleştirecek önemli bir fırsat olduğu savından hareketle, bu makale mimarlık kuramı ve uygulama ilişkisine dair süregelen anlayışlara güncel bir bakış açısı geliştirmek amacıyla, bilgi toplumunun bir sonucu olarak yükselen ‘araştırma’ kavramını ve edimini mimarlık disiplini özelinde tartışmaktadır. Çalışma Türkiye’deki çok aktörlü araştırma ağının içinde kurumsal, mesleki ve bilimsel bir yapılanmaya sahip mimarlık özelinde kurulmuş olan uygulama ve araştırma merkezlerini irdeleyerek kavramsal çerçeve bağlamında öneriler geliştirmeyi hedeflemektedir. ‘Çalışma kapsamında, 2547 sayılı Yükseköğretim Kanunu ile kurulan ‘uygulama ve araştırma merkezi (UYG-AR)’ olarak tanımlanan merkezler arasından ‘mimarlık için araştırma (MİA)’ yaklaşımını benimsemiş olan on yedi merkez amaçları, faaliyet alanları, araştırma yapma biçimleri, farklı aktörlerle olan iş birlikleri açılarından irdelenmektedir. Çalışmanın yöntemi için nitel araştırma yönteminin karşılaştırmalı ve yorumlayıcı yaklaşımı benimsenmektedir. Çalışma, mimarlık araştırmaları için tariflenen üçlü kategori üzerinden mimarlık disiplinin kendine özgü bilgi üretim biçimlerini ve araştırma yöntemlerini, mimarlık kuramı, uygulaması ve araştırması arasındaki ilişkiyi, tartışmakta; bunun sonucunda mimarlık araştırmaları ortamının bir aktörü olan uygulama ve araştırma merkezlerine yönelik öneriler sunmaktadır.
